Application process

The application process for the Provincial Nominee Program stream varies depending on the stream one is applying to. There are two major application processes: the paper-based process and the online process, also known as the Express Entry.

As part of the application process, applicants are required to undergo a medical exam and obtain a police certificate. These checks are mandatory for all applicants, regardless of which province they wish to reside in.


Paper-based process

Rewritten: If you choose the paper-based process, you will need to apply for nomination through the province or territory you are interested in under the non-Express Entry stream. Each province has its own set of requirements, and you must meet the eligibility criteria of the province that nominated you.

Once you receive the nomination, you will need to submit a paper application for permanent residence to the Immigration, Refugees, and Citizenship Canada. You will also need to pass a medical exam and obtain a police certificate, which is mandatory for all applicants regardless of where they intend to live in Canada. This process takes longer than the Express Entry process.

Express Entry process

The online Express Entry process provides two ways to apply: contacting the province or territory and applying for the nomination under the Express Entry stream, or creating an Express Entry profile and indicating interest to the provinces or territories.

If a province or territory sends a “notification of interest,” applicants should promptly contact them and apply through their Express stream. If nominated, the province will offer it through the applicant’s personal account, which must be accepted electronically.


In either case, applicants must meet the province’s eligibility requirements and demonstrate their ability to meet the Express Entry’s minimum criteria, including eligibility for the relevant immigration program. Invited applicants must submit an electronic application to the IRCC and meet medical and police check requirements.

Each province or territory has specific instructions and requirements for nomination, which can be found on their official websites. To initiate contact, you may reach out to them directly through channels such as Alberta, British Columbia, Manitoba, New Brunswick, Newfoundland, and Labrador. It is important to note that the criteria for nomination vary between each province and territory, and may be subject to change without prior notice.
